In Tamil Nadu, the major problems facing the Town panchayat, municipality and corporation are health, tax problems, and more than that, the loss of life caused by banners.
Also, the sewage problems caused by the increase in population are affecting the public greatly.
To protect the people from these and solve their problems more easily Municipal Administration and Water Supply Department Additional Chief Secretary Shivdass Meena I.A.S. has provided a plan to the government of Tamil Nadu.
Sub-committees have been formed to analyze the opinions expressed by the people regarding the advertisement banners, sewage management etc. and report to the government. Additional Chief Secretary Municipal Administration and Water Supply Department Shivdas Meena has issued the order.

The Tamil Nadu Government has decided to implement the elements of the Tamil Nadu Urban Local Bodies Act and the amended Local Bodies Act without any hindrance, especially the provisions prohibiting the illegal display of banners and punishing them for violation came into effect last April.
Government of Tamil Nadu has decided to set up four sub-committees to implement these regulations.
The newly formed sub-committees will examine the views expressed by various parties, including the public, regarding the changes required in the staffing of the employees working in the urban local bodies, aspects mentioned in the forum meetings, property tax, advertising banners, licences, public health, solid waste management, waste management etc.
1) Project related matters:
A 5-member committee has been constituted to resolve the issues related to the urban local government system and make appropriate recommendations.
Joint Secretary of Municipal Administration and Water Supply Department, Joint Secretary in charge of Legal Affairs, Assistant Commissioner of Public Administration Division of Metropolitan Chennai Corporation, Joint Director of Municipalities Directorate, Joint Director of Municipal Administration Directorate (Operations) and (Municipalities) will be included in this committee.
2) Other Meeting Matters:
Forum Meetings A committee of 6 members has been constituted to examine the views and discussions expressed in the forum meetings.
Metropolitan Chennai Corporation Deputy Commissioner (Revenue and Finance), Municipal Administration Department Joint Director, Municipal Administration Department Joint Secretary in charge of laws, Municipalities Directorate Additional Director, Metropolitan Chennai Corporation Cabinet Secretary, Metropolitan Chennai Corporation Senior Legal Officer.
Property Tax, Banners, Licenses:
The public has to approach the urban local bodies for work such as obtaining licenses related to advertising banners. A 5-member committee has been constituted to consider the public's demands and comments in this regard.
Deputy Commissioner (Revenue and Finance), Metropolitan Chennai Corporation, Joint Secretary Municipal Administration Department, Joint Secretary in charge of legal affairs in Municipal Administration Department, Additional Director of Municipalities Directorate, Additional Director of Municipal Administration Directorate will be included in this committee.
6-member sub-committees have been constituted to examine the views and complaints expressed regarding public health, solid waste management, waste management etc.
Additional Commissioner of Metropolitan Chennai Corporation, Joint Secretary in charge of legal affairs in the Department of Health, Municipal Administration, Additional Director of Municipalities Directorate, Monitoring Engineer of Municipal Administration Directorate, Monitoring Engineer of Chennai Metropolitan Water Supply and Sewerage Board, Executive Engineer of Metropolitan Chennai Corporation Sewerage Division will be present.
The sub-committees should thoroughly examine the matters assigned to them and send them to the Government through the Director of Municipal Administration.
