Village panchayats cannot approve new land divisions without prior approval. As
regards building permission, it is issued on the basis of Consolidated Building
Rules. Power distribution has been given to village panchayats based on floor
area of buildings constructed in panchayats and other factors. That is,
residential buildings should not exceed 10 thousand square feet, not more than
8 apartments and not more than 12 meters in height. If the ground floor is for
